Every exchange charges both. On most swaps Cambio charges 0.38% inside the quoted rate and shows its network fee as its own line on the quote. Most of the exchanges compared here fold both into their rate and publish no single figure, so the fair comparison is what arrives. On a small swap, the network fee can cost more than the commission.
